Catalyst Mutual Enterprise CIC is one of the first 100 public service mutuals supported by the Cabinet Office and delivering services for local authorities and housing organisations.
Trading from April 2013 its birth heralded a new way of delivering public services by supporting local authorities and housing organisations to deliver housing support to local residents including home owners, social tenants and private tenants.
Catalyst Mutual ability to reach local communities meant it is delivering excellent housing assistance services to vulnerable residents living in poor housing conditions and /or fuel poverty.
Catalyst Mutual services includes:
- Home Energy – Community Engagement
Providing local area-based outreach events for members of the communities with information, advice and behavioural change required to reduce energy consumptions and energy bills. This includes assisted action to contact energy providers, switching energy provider, claiming appropriate discounts on energy bills, home energy pre-assessment survey and training frontline staff on home energy saving.
- Green Deal Certification and Workshops
Running an accredited Certification Scheme for Domestic Green Deal Assessor Organisations (GDAO); including Green Deal and ECO workshops for potential Green Deal Advisors (GDA), Housing Associations and Local Housing Senior Managers.
- Loan Management Services
Providing loans portfolio management service for local authorities and other public sector organisations including collecting loans repayments and redemptions and vacating legal charges on secured loans etc.

Catalyst Mutual Enterprise C.I.C (Catalyst CIC) began as West Midlands Kick Start Partnership and is a ‘spin out’ social enterprise from Birmingham City Council with support from Cabinet Office- Mutuals Support Programme. Catalyst CIC manages Birmingham Kick Start Loan Portfolio on behalf of Birmingham City Council and delivers home energy advice as part of the national Big Energy Saving Network for the Department of Energy and Climate Change (DECC) and staged the Green Open Homes events in Birmingham.
